BURMAH frontier.

Peking, March 15, 1930.

An urgent petition has been sent through Burmah Government to His Majesty's consul at Tengyueh from Langpung and neighbouring villages, complaining that the chief of Tengkeng, in China, had burnt Pienma, and threatened their villages, and that 500 of his men still remained in territory claimed by us.

When His Majesty's consul, acting on my instructions in accordance with the suggestions of the Government of Burmah, made representations to the taotai with a view to securing the punishment of the chief, the payment of compensation, and the withdrawal of the men, the taotai replied that there had been no violation of the frontier, as Pienma was in Chinese territory.

In order to ascertain the facts, Lieutenant-Governor of Burmah suggests that His Majesty's consul should proceed to Tengkeng. I am informed by latter that he is of opinion that the journey could be undertaken without trouble or danger, and would last thirty days. I am in favour of authorising proposed journey in view of the nature of the taotai's reply, but before doing so I should be glad to have your instructions. I think representations to the central Government may well be postponed until we know the facts.

Pienma is west of the Salween-Irrawaddy watershed, which was the frontier claimed by His Majesty's Government in 1906, but refused by the Chinese Government. As will be seen by reference to your despatches No. 458 of the 14th November, 1907, and No. 402 of the 15th November, 1906, the question was then left in abeyance.
